***** Command-Line Options *****
********************************

There is a command-option lets you override the odds selection
on the Options Screen and set the odds adjustments for the 
Allies and Axis to any values you like. There are actually
two of these options, ao and xo, and each must be followed by
a floating point number (for example, 2.00, 1.2, 10.1732, etc).
ao sets the odds adjustment for the Allies to the number following
ao. xo sets the odds adjustment for the Axis to the number 
following xo. For example, if you start the game as follows:

    hicom ao 0.1 xo 10.0

then the Allies odds adjustment will be 0.1 and that for the 
Axis will be 10.0.  Thus, everything else equal, the Axis will
always have a 100-to-1 odds advantage. Use this command-line
option to create a more or less challenging game depending on
what you desire.

Finally, these command-line options can be used in alone or 
in conjunction with others. Just remember that the ao and xo
options must each be followed with the floating point number
that sets the odds.


**************************
***** Options Screen *****
**************************

There are two important points to keep in mind when choosing
options on the Options Screen. 

First, anytime you select a  new scenario, all of the options 
will set to the default  options for that scenario.

Second, many options are interrelated. This means that there
are some option choices that enable or disable other choices,
or determine other choices altogether. One important one that
can sometimes confuse the user is the Progress option. This
option category has two options, Random and Historic. When
the Options Screen first comes up these are not selectable
since the default is that both players are human. Clearly,
when both players are human, the progress will be random and
thus this option category has no meaning. If one of the players
is chosen to be computer, then these options become selectable.
Note that if Historic is chosen, then the options for US, Russia,
Spain, Sweden, and Turkey are not selectable. They will enter
or stay out of the war as they did historically. If Random is
chosen then they become selectable and you can make the choices
however you desire.


**********************
***** Color-Bars *****
**********************

After the manual went to the printer a new and helpful feature was
added to the game. This new feature is the color-bars. These color-
bars appear on the Production Box and the Political Allocation Box,
and provide very useful information as described below.

Production Box

There are two color-bars on the Production box; one to the left of
the counter and one to the right. The bar on the right always displays
the number of economic points you have available to spend. Note the
icon for economy below the color-bar. The maximum value of the bar 
is the current size of your economy. Thus, if you have saved economic 
points from a previous turn, you will not see the color-bar decrease 
until you have spent the saved economic points. Once the economic 
points in your treasury equals the size of your economy, the color-bar 
will decrease as you spend economic points. If you spend all of your
economic points the color-bar will go to zero.

In addition to going up and down to reflect the number of economic 
points in your treasury, the color-bar will change color if necessary
to provide you a warning about your ability to invest in your economy.
The color of the color-bar is based on the sum of the economic points
in your treasury and the sum of the economic investment at all factories
under the control of the country. If this sum is greater than half
the size of your economy plus two, then the bar will be colored green.
This means that you still have enough funds remaining in your treasury 
to achieve a desirable investment in your economy. If the sum is within
two economic points of half the size of your economy, then the bar will
be colored yellow. This means that you should be very cautious and that
you won't have enough economic points to invest in your economy. Finally,
if the sum is less than half the size of your economy minus two, then
the bar will be colored red. This means that you are spending recklessly
with respect to your economic investment and you economy will suffer
accordingly.

The color-bar on the left means different things depending on the type
of production you are performing. In each case the icon for the type
of investment is placed below the color-bar. Each different type of 
investment is described below:

If you a producing units, the color-bar on the left will always be 
colored green. The maximum value of the bar is 10 and the color-bar
will register the current build that you have specified.

When you are investing in industrial (factory), shipbuilding, oil,
or mining production, the color-bar on the left will always display
the investment for the site where you are investing. The maximum value
for the bar is 5. If you have invested two economic points or less 
(a small investment), the color-bar will be red. If you have invested 
between two and three economic points (an average investment), the 
color-bar will be yellow. If you have invested more than three 
economic points (a good investment), the color bar will be green. 
Once the color-bar turns green, you get very little additional benefit 
from additional investment. You get some, but not very much.

When you are investing in research and development, rockets, and
atomic bombs, the color-bar on the left will always display the sum
of the investment at all factories under the control of the country
performing the investment. The maximum value of the bar is 5. The color 
scheme works like that described above for industrial, shipbuilding, 
oil and mining investment. That is; if you have invested two economic 
points or less (a small investment), the color-bar will be red. If you 
have invested between two and three economic points (an average 
investment), the color-bar will be yellow. If you have invested more 
than three economic points (a good investment), the color bar will 
be green. Once the color-bar turns green, you get very little additional 
benefit from additional investment. You get some, but not very much.

Finally, when you are investing in your economy, the color-bar on the
left will display the sum of the investments in your economy at all
factories under the control of the country performing the investment.
The maximum value of the bar is the size of your economy. If the sum 
is less than half the size of the economy minus two (a dangerous 
investment level that can result in depression), the color-bar will 
be red. If the sum is within two economic points of half the size of 
the economy (a level that will result in small growth, small recession, 
or a static economy), the color-bar will be yellow. If the sum is 
greater than half the size of the economy plus two a good investment 
that will result in acceptable economic growth), the color-bar will be 
green. Once the color-bar turns green, you get very little additional 
benefit from additional investment. You get some, but not very much.

Political Allocation Box

There are two color-bars on the Political Allocation Box; on to the
left of the counter and one to the right. 

When allocating diplomacy, intelligence, or economic points from a 
major country, the color bar on the right always displays the number 
of economic points you have available to spend. Note the icon for 
economy just below the bar. The maximum value of the bar is the 
current size of your economy. Thus, if you have saved economic points 
from a previous turn, you will not see the color-bar decrease until 
you have spent the saved economic points. Once the economic points in 
your treasury equals the size of your economy, the color bar will 
decrease as you spend economic points. If you spend all of you

The color-bar on the left means different things depending on the type
of political allocation you are performing. In each case the icon for 
the type of political allocation is placed below the color-bar. Each 
different type of investment is described below:

When you are allocating economic points to diplomacy and intelligence, 
the color-bar on the left will always display the sum of the allocations 
for all countries controlled by the player performing the allocation. 
Remember that the effectiveness of diplomacy and intelligence investments
depends on the size of the targeted country. The computer automatically
takes your investment, multiplies by 100 and divides by the size of the
economy of the targeted country. This is the effective allocation. The
maximum value of the bar is an effective allocation of 10. If your 
effective allocation is two or less (a small investment), the color-bar 
will be red. If your effective allocation is between two and three
(an average investment), the color-bar will be yellow. If you effective
allocation is greater than three (a good investment), the color-bar will
be green. It is important to note that the definitions of small, average,
and good investments assume that your opponent is not allocating to
the targeted country. If you think your opponent may be allocating 
resources to the targeted country, you may want to continue to allocate
resources above those required for a good investment since you will 
have to counter the opponent's allocations. This is why the color-bar
goes to a maximum value of 10 instead of 5. See Allocation of Diplomacy
on page 110 of the Reference Manual and Allocation of Intelligence on
page 113 for a complete description of how diplomacy and intelligence
allocations are resolved.

If you are transferring economic points to a minor country, the color-
bar on the left will always display the economic points in the treasury
of the minor country. The maximum value of the color-bar is the size
of the economy of the minor country. If this value is less than half 
the size of the economy of the minor country minus two (the minor 
country does not have enough points for economic investment), the 
color-bar will be red. If the value is within two of the size of the 
size of the economy of the minor country (country has only enough 
economic points to achieve small growth, small recession, or static 
conditions), the color-bar will be yellow. If the value is greater 
than half the size of the economy of the minor country plus two (the 
minor country has enough economic points to achieve good economic 
growth), the color-bar will be green.


Finally, if you are transferring economic points to a major country,
the color-bar on the left will behave in a manner identical to the
color-bar on the right (excepting the case where economic points are
being transferred from a minor country). Thus, the color-bar will
behave as described in the first two paragraphs of this section 
(Political Allocation).

*****************************

When a game is won or lost, the program enters the end-of-game
phase. The first thing you see is a map of Europe. The flags
of the major powers on the winning side are displayed on the
map and their national anthems are played. Clicking the mouse
button will vanish this map and return you to the tactical 
map where you may inspect the map for as long as you like.
