Official fix archives, freely downloadable from
 IBM UK, Hursley (Java development).

They're installed by running them from the root directory where \Java11
resides (boot partition here), with the switches -di -ov (keep directory
structure, overwrite all without asking).
You can apply the archive runtime.exe to \Java11 and zip it again for the
runtime (which is there by default anyway) for convenience. The toolkit
etc. are usually installed with the Feature Installer, so it would be a
pain to update these archives.
